This used to be the case but changed ~1988 mostly in response to medical student debt, with the idea that the effect of bankruptcy outweighed by current/future economic status. If reinstituted I think will be used primarily by wealthy people with same strategy

How many people that have student debt were forced into it?

How many who racked up other dischargeable debt were “forced” into it? How many execs at bankrupt lenders that gave literal teenagers tens of thousands of dollars took golden parachutes? Students who graduated into that same recession shouldn’t be singled out from a fresh start.
