Debra, the GOP Senate passed a bill 100-0 to keep government open that @realDonaldTrump said he would sign. A similar fate awaited that bill in the GOP House. Until a small band of misfits convinced the “great dealmaker” to walk away from the deal. So yes, it’s just him.
