The first issue up is the 'double jeopardy' issue. If passed, criminals cannot be tried for the same crime in both a State & Federal Court. Trump needs this to increase his pardon power for Manafort, Cohen, etc

But what if they bring the charges in state court instead of federal court? I'm sure some clever lawyers could figure out a way to do that. Also, that wouldn't relieve him of this tax burden--this is a civil case not a criminal one.
