I'll say he failed them. His failure to waive the Jones Act led to the deaths of many people. That's total dereliction of duty. He's 100% responsible.

Also it was HRC who recommended that floating hospital be deployed. And it was underutilized due to lack of resources to transfer patients. Totally the administration's fault. Trump is culpable and is now lying about fatalities. Despicable

He actually did kill them. Not the one's who died during the hurricane, but the one's who died after the hurricane that died from neglect. His neglect.
