Why was the spending changed from discretionary to mandatory in this piece of legislation? Wouldn’t it be better to wisely address the needs of these veterans as they arise. If every penny was going to the vets, it’s all good. But there’s always the pork. That’s the problem.

The bill contained a budgeting gimmick that allowed for an additional $400B in spending unrelated to veterans' care. A fix was proposed but rejected.

I hate to be the one to point this out, but the Dems played this game on purpose by changing legislation right before. The spending portion was changed because they knew republicans wouldn’t go for it. Naming a bill to disguise it’s purpose is becoming a common tactic.
