#FINCEN keeps list of bad actors & countries that are non-compliant. They issue advisories for US financial institutions on these countries.
They note countries with links to terrorist financing and progress made by nations to improve capabilities to halt funding for terror groups

During recent CODEL to Syrian border, we saw that iris scans are being used for ATM system. We may want to look at that model for Somalia.
