States do have rights, but that does not mean that states can deny constitution rights. Should states be able to limit the 1st, 4th, 5th etc. Amendments based on their preference?

Background checks are already run through NICS at gun shows. Only private person to person sales allowed in PA are long guns to other PA residents. All dealers must run checks through NICS and PICS in PA regardless of the type of firearm.
