Read the bill: https://www.congress.gov/bill/116th-congress/house-bill/262/text … It’s really a whole lot of nothing. Almost half of the text of the bill is specifically to say that this doesn’t change existing laws and policies. There’s no money attached to it. Any conservation benefits come from local initiatives.
