This process is always encumbered by politics, adding more contention to a process that’s already difficult. It also divides Congress when we should be working together to find solutions.

Federal agencies are forced to delay hiring and halt new projects that could create jobs. Departments are forced to plan for multiple budget scenarios, which is a waste of time and money.
