No, that's exactly wrong. Budgets are meant to control spending. "Deficit budget means expenses will exceed revenues" (Investopedia). I think you'd be more effective in Congress if you studied accounting, stopped fantasizing about spending in a deficit budget & respected POTUS.
Valuing responsible spending is a good thing in a budget. Spending more might make your Union bosses happy but it hasn’t done much for the quality of our educanal system. Hard for a privileged man to understand public education can and should be better. Who wants to pollute?
