  Tax cuts are helpful in boosting consumer spending when the business cycle is experiencing an economic slowdown or when credit conditions are tight. The #GOPTaxScam was ill-conceived and ill-timed for the wrong reason: to give the GOP a "win." 2020 will prove otherwise.
