Respectfully, this is an unserious statement. One reason (even if not the only) we have these declines (thus allowing you to focus on other measures) is b/c we have a border barrier. Your failure to mention suggests you cannot meaningfully address.

Rep Peters I admire your support of veterans & the elderly where you frequently cross party lines. This statement has more of a slanted partisan ring to it. What does your Border Patrol think of barriers here?

This Congressional Report says different. You are the one misrepresenting the facts here in our home town. The barriers are a huge part of our security. Securing our borders is not divisive!pic.twitter.com/Ti2Ui0k9HX

O4/06 “Today, Henry is assistant chief of the Border Patrol's San Diego sector. He says apprehensions here are down 95 percent, from 100,000 a year to 5,000 a year, largely because the single strand of cable marking the border was replaced”https://n.pr/2rRB1DB

You're so right. We used to go to Rosarito to eat lobster all the time and never felt unsafe. Now with Trump's "border security" it's more dangerous and we stay home.
