Sounds like you are close but reality is can’t be law w/o Pres agreeing to. So your options are to amend USAAct and get 100% of what you want while giving him what he wants, or being stubborn knowing no deal happens. Seems pretty easy decision IF really want a deal

Walls don't work. If the president really wanted border security, he'd listen to men and women who've dedicated their lives to it. They've asked for more of what does work: X-ray machines, trained K-9 units, drone equipment, and personnel to process asylum seekers.
