    Speaker Pelosi just confirmed that she still does not plan to bring a formal impeachment vote to the House floor.   This goes against all modern precedent. In the Nixon and Clinton cases votes were taken to establish a formal inquiry and process.

        A formal impeachment inquiry vote would legitimize the process and give weight to the subpoenas.
