Bad, bad analogy. In your analogy the pilot (government ) is leaving the controls to come put an oxygen mask on only one passenger (Mr steel mill). It saves Mr Steel Mill but the rest of the passengers die and then the plane crashes and kills everyone— maybe even bystanders.
