...un- or underemployed people that need to be uplifted. In the meantime, over half of the population is on medicaid, with a somewhat smaller number relying on other subsidies to live. What steps are being taken to improve conditions? Can it be improved at all?

I think folks across AR-1 recognize what is happening and are making substantive changes. Our workforce as of this summer had an average age of around 42, which means large numbers of retirements the next 15 years...
