Shouldn't be too hard to figure out. Access. Access. Access. Especially when it takes 30 min or more to go to a Dr., and 45 min or more to go to hospital. You must remember not everyone lives in Augusta or Vidalia. Also most constituents are Medicare where I live, so no CUTS.
