In many cases like drugs and guns on the criminal market perhaps...law abiding citizens go to law abiding retailers...what's next? "Hand guns in vending machines"? Try telling the truth.
I have read that the art installation has since been removed due to a lack of a permit. This is outrageous. Art is protected by the First Amendment! Exercise of a protected right needs no permit!
