They are not mutually exclusive at all! I advocate use of ERIC to maintain voter rolls plus publicly hand counted paper ballots!

Couple of issues. People who have multuple homes have a right to vote in local elections for each place. They have a right to a say in their property values, taxes, & communities. They only don’t have a right to vote for the same office multiple times. (Pres, senator, gov ...)
