Russia & other foreign actors who wish us harm don’t have to hack into every single board of election to undermine our democratic process; it just takes a couple to achieve their goal of eroding public trust in our electoral system.

The DMCA allows for good faith research but the challenge is getting access to modern voting tech. Vendors don’t grant access to infosec. Only in rare cases have the allowed assessments by qualified third-party pen testers. For this bill to work, the vendors need to participate.
