I live in your district two blocks off the Chicago River (North Branch). What's needed (probably) is a large government program to buy homes & structures to create a larger flood plain with bigger setbacks.

I realize that in theory MWRD (& City of Chicago) have some capacity to buy homes. And it has happened on the two lots closest to the river already. But, given
#ClimateChange, it should be a bigger, more ambitious program.
