But the House's most recent legislation — while well-intentioned — was released at 12:03 AM & voted on minutes later.

Without a Federal Balanced Budget amendment Congress will continue to "spend like a drunk sailor". Sadly they have for years. Is there anything in Bill that business, States, & INDIVIDUALS could not manage?? Sad.
