While I agree with Matt most of the time I cannot agree with this. It is not up to congress to preemptively dictate foreign policy decisions to the Commander in Chief. Our enemies must not think that the Commander in Chief has his hands tied because it limits his options!

Since the end of WWI, sanctions have never worked, they usually lead to war and cause people to be dependent on a totalitarian regime. As with China and Vietnam, normalized relations lead to empowering the people to force change. The US needs to rethink the "bully policy".
