This problem has 2 sides: 1) Freedom to vote & 2) Freedom from fraudulent votes. Use the Iraq\Afghanistan election solution. As a person voted, they placed ink on their finger. No voter rolls needed. Go to the poll, state your address to determine the correct ballot, and vote.
