The land was always open. People could pretty much visit anytime. It was never closed. There were restrictions on what you could do there, just like I can’t do donuts in a hummer on a playground. But public lands were always open.
Expanding public access to federal lands has been a pillar of @Interior's mission under the Trump Admin.
