Boeing is crony capitalism. They have been holding the future hostage for 20+ years. The McDonnell Douglas takeover/merger destroyed that company. With cost-plus contract, failure is too profitable. Start punishing cost overruns and delays by barring Boeing from future contracts.

This is a bipartisan attempt to (1) give Boeing another cost-plus contract rather than the currently planned fixed-cost—conveniently when they just had their first losing year on record, (2) ban in-situ resource acquisition for lunar and Martian projects that will depend on them
-
(3) reverse all progress made in the last few years to create specific missions with tangible goals and replacing it with a generic message of “lets eventually go to mars”
