  Big pharma , they are pushing for treatment. Who you think makes methadone? They aren't making money off the Heroin their clients keep switching to yet. So treatment is the way to keep making that money and why they keep pushing Narcan. Can't have a loyal customer die.

  How come we are giving money for opioid treatment? When we had the crack epidemic in the 1980s the solution was incarcerate everyone. Was it because it mostly affect Blacks and Hispanics? Give the money to fight cancer it doesn't discriminate like Congress. Just Sayin'
