False dichotomy. We do NOT need to rein in federal spending in order to "save" Social Security. The very, very last thing the US needs right now is austerity. Your plan to balance the budget will hurt the Americans already bearing the brunt of our broken system.

Each and every government agency must submit a mission statement for review. Any non specific statements gets 50 percent cut. All overlapping work gets simplified with resulting cuts.
All feel good and non essential programs that can be state or community led get stopped.

Federal spending has absolutely nothing to do with social security, which is a separate fund. The only way the federal deficit has any effect on the social security fund is if the U.S. defaults on its bonds, which will of course never happen.
