He can deliver the SOTU anytime he wants, just not from the House chamber. Seems actually like a very small piece of leverage.

Meh. I don't think so. He could deliver it in front of a crowd of his base voters somewhere, if he wants. There are no requirements.

And where does that information come from, the air? It is a state of the union address no matter where, it is the who in which makes it a SOU speech. Did anyone pay attention in civics? Oh wait, no, they were too busy texting.

If he submits his written speech to Congress — or gives it in person — then it’s a State of the Union. Otherwise it’s just a speech.
