Putting funding into must-pass legislation is the polar opposite of hostage taking.

Avoiding shutdowns is good. Funding children’s health insurance is good. Putting them together doesn’t suddenly become bad.

It does when the ONLY reason they were put together is because Republican's think holding childrens' health and lives hostage is okay. They certainly think it's better than having been the tiniest part bipartisan on the tax bill. Democrats are tired of cleaning up GOP messes.

Republicans aren’t holding anything hostage. They are attempting to get the funding passed. If Democrats vote for the bill, the funding is there. That’s the opposite of hostage taking.

Cute answer, but no. If the GOP wanted CHIP, they could have done it already. They allowed it to expire just so they could use it as a hostage for funding the government in a bipartisan manner even though the GOP is refusing to be the smallest bit bipartisan elsewhere.
