You cannot force people into skilled labor jobs. If people don't want to work in these positions, your efforts to expand would be costly and useless. There have been technical colleges for years, yet there is still a shortage. That tells me that people are not interested in those

jobs. What you need to figure out more than tech schools is how to get people interested in those jobs.
