Because the Democrats (CA Guv Newsom) made it *legal there, in CA, not nationwide. Pelosi's HEROES bill will allow & compel all parties to do it else they have little to no chance of winning.

No. He said they were going to be compelled to do it in *California because the Democrats (CA Guv Newsom) made it *legal there. So if a party does not ballot harvest, it has little to no chance of winning.
