I was in private sector my whole career. No for profit entity will pass on a “qualified” citizen candidate to hire a non-citizen. It’s YOUR job to provide education to give the citizen skills that put them on par with the non-citizen candidate. Where’s your free market now?

The absolutely will. Im in the private sector right now and I’ve seen my company transform to 70% India/30% US based dev. Then 20% of US is on a visa. Why because they get them at 60% the cost. Then the burden falls on the remaining US based to train/monitor every step they do

You know it’s the failing education system that makes outside hires so important, right? RIGHT?! If kids aren’t taught to code and can’t afford college they don’t have the skills needed for tomorrow’s economy and challenges.
