The drug companies spend more on marketing than on research and they get quite a bit of their research gratis from the federal government. One of my medications,a brand, costs 1/10th of the cost in Canada compared to here. Drug manufacturers wouldn't sell it not making money.

In fact lowering cost of prescription drugs could cause more innovation. Especially when companies find out it cost less to PREVENT these illnesses than treat them.
