Hey Fred, ya ever see the movie Armageddon? The government trains a bunch of drillers to become astronauts to destroy an asteroid headed to Earth. It was lambasted because obviously it would be easier to train astronauts to drill. See what I'm getting at here?

There's plenty of people who are already trained to do 90% of what the police do. Armed strongmen aren't necessary and retraining the armed strongmen is stupid when we already have qualified people to fill their role.
