Actually, a vote is required to send Articles of Impeachment to the Senate for an Impeachment Trial. There is no rule requiring, or even suggesting, a vote to begin an inquiry/investigation into impeachment. Witnesses are cross examined during trial, not during investigation!

There is more Truth in the dictatorship scenario then Republicans want to admit. Republicans lost the House. November 3,2020 they will lose the Senate. Trump has destroyed the Republican Party for at least 15 years to come. Not getting voted in makes them prefer a dictatorship.

Some meetings have to be behind closed doors, but your boss violated the law in front of TV cameras. The law says to solicit, which means to ask. There need be no exchange. Perhaps not remove, but most definitely impeach unless you believe him to be above the law.
