Look at the environment that reinforces such fear & hostility. Military dominance & aggressiveness & over security. Short term opportunistic tourism & money. Regional & historical ingrained fear & hatred. Underfunded social programs & comm. outreach. Edu. for soul crushing trades

Basically it's a message to the people, the surroundings is all about the near sighted & low brow hustle. How much money can be made in little time before the young get shipped back out again. There needs to be more diverse job opportunities & edu. Oh and desperately new roads
