Yes, Congress DID cause the shutdown by not addressing this problem for over 2 decades. BOTH sides. Your proposal, although well intentioned, has no teeth. No guarantee your far left compadres will negotiate on anything.

As someone that volunteered on behalf of Luria this is why I put in the hours. This is a common sense proposal and a call to return to REGULAR ORDER in legislation as opposed to Ram It Down the other throat.

Trump and the GOP were unable to sell the wall on its merits, (that's why Trurmp and McConnell are using the shutdown instead of reason) so promising to shuffle that doomed discussion off to committee while ending the shutdown is a good idea. Is that what you mean with this?
