What about this expansion. So tax reform is allowing them more borrowing power? Again, the market is not robust enough that the additional revenue from expansion would not bring a ROI? It just reads like they are struggling because of a poor market, not really because of taxes.

How did tax reform allow them to hire more workers? Is the market not robust enough to provide the revenue that you would gain from new hires? That's the ONLY reason you hire new people, because they make you more money.
