        As these are loans related to a national emergency, the loans should be low interest loans and the interest should be deductable on the business tax returns shows losses at the end of the year. These businesses are keeping people off welfare and that is a major consideration.

        For the business not showing losses, they should be given preference on Government to Business contracts in the following fiscal year. The Federal Fiscal year begins in October, non profits begin in July and Corporation in January. We normally go by Federal Fiscal years.
