There u go no personal responsibility again, if they take the money, need to pay it back, u need to let the States deal with this issue and the federal gov butt out. U coddling them even after college? when u going to let them grow up? Never? If important to them, they can fix it

With really critical and important issues facing the nation, where are you on the issues? Better would be to limit the use of what education loan money can be used for, living expenses, career students, multi non employable degrees, a lot of wasted money, that they can't pay back
