The 2nd amendment has nothing to do with recreational firearms, hunting, or sport. It is there for ONE REASON. To preclude the government from limiting citizens of the UNITED STATES right to fight the tyranny of the FEDERAL and/or STATE government. Thus "shall not be infringed".

Actually what he says is instead of making new laws, just enforce the old, and actually presents a better alternative to help with the current background check system. It's like stating if you are flagged speeding they can use a camera to give you a ticket....
