United States won Puerto Rico in a war. In 2012 and again in 2017, Puerto Rico’s voters chose statehood. The current U.S. Congress has the option of confirming their vote and awarding statehood to Puerto Rico, or of continuing to hold a territory. Give it back to Spain.

I saw that because the government does not obliviously want to take care of it or it's people as their own. Puerto Rico is a territory and unincorporated and so is Washington D.C.
