All good recommendations, but repealing the Permanent Apportionment Act of 1929 would have the greatest impact on modernizing the House. The fact that the House has not expanded for more than a century is the main reason the House is no longer functional. #UnCapTheHouse #HR996

Here’s an idea. Discontinue having members of Congress sitting on different sides of the room. Instead have them alternate seats throughout the room. Maybe they’ll get to know each other better and cooperate.
