Even their full page newspaper “not for kids” advertisements disguised as public service warnings tout the variety of flavors and cool technology. All they need is Joe Camel to close the sale.

the cat is out of the bag and vaping isn’t going away. But You have 2 choices: ban vaping and create the biggest black market you’ve ever seen, and cigarettes continue to kill people, or sensibly regulate the market let vaping make smoking obsolete.

You must believe that JUUL considered: 40 million legal US smokers with a demonstrated willingness to pay $200/month for cigarettes, and 14 million ILLEGAL high school kids ON ALLOWANCES (knowing that targeting them would create a public backlash). And chose the latter? Hm.
