A secondary but important question: did Boeing add MCAS just to make the MAX handle like earlier 737s & cheap out on pilot training, or was it actually there to prevent the plane from getting into a physically unstable condition?

& if the latter, is that even allowed on an airliner? To have a condition that the plane could reasonably be expected to get close to in normal flight, but that the flight computer forces it to stay out of?
