Why not give the internet sales tax to the state where the buyer lives?....limit it to US addresses. Decide what a nationwide internet sales tax should be and limit it to larger businesses like Amazon,Walmart,!acts..ect

Though, you could collect an internet tax for international sales and give that sum to the Feds to pay down the debt.
