No one is looking for disruption in their healthcare. No one is saying, "You know what's really gonna solve the problem where we pay the most healthcare and receive the least? Uber only for health care." I mean I guess you're saying it, but you're kind of a weird dude...

Like where you're at with this line of reasoning. Some states have much better Medicare than others and those are the ones with more robust systems. Look at the models, find the best one, tweak it, then find some funding, like a penny per stock transaction, and make it happen.
