Last year's tax return means nothing if your job just disappeared. Please just release funds to all Americans, and tax appropriately to recover it from higher income people. The end.
There is a real need to inject money into the economy. That being said, many people with a steady income do not need a $1,000 check, including myself. Agreed. I’ll take that $1,000 or more and put it into savings or spend it. Then I’ll be taxed on it and pay it back. It’s that simple.

My idea - send it to everyone but create a tax that pulls it back from everyone over a certain amount (say 100K) at tax time next year. We can't let means testing hurt the people it is meant to help. Means testing up front = delays

How about taking the funds from.somewhere else........congress wastes so much tax dollars every year on stupid programs that dont work......Cut some.funds from elsewhere.......
