They didn't seek the subpoena because it would have dragged through the courts. This isn't a game ("goal posts")! Partisan it may have been, only because GOP (my party, BTW) refused to participate honestly. Now the Senate too, treating Trump as your equivalent to "dear leader."

It was clear previously that Bolton would not honor a subpoena unless mandated by a court whic would have prolonged the hearings. The fact you would twist this fact to serve your narrative is either stupid or incredibly hypocritical. Which is it

CHUCK SCHUMER 1998. The House presented a very strong case then you shouldn't need additional witnesses. I understood the House was responsible for gathering the evidence while the Senate's responsibility is to evaluate that evidence, not create more.
